Does anyone know if there is a seperate law governing the import of an oldtimer vehicle to croatia? If so, how old would it have to be to qualify?

Question and clarity please.. I have purchased a lease end car which is now 3 years old car with 34,000 miles, bill of sale, car abstract, has been in my name over 6 months & certificate of moving abroad from consulate, we are Croatian citizens. My biggest issue is that I can not find out where I can get a Homological report (CO2 with VIN specific document). The car manufacturer here in the USA does not supply this, nor can I find which government department does. If I don’t get this document I with be charged maximum amount allowed to be charged which is anywhere between 5000-6000 thousand euros. I wanted to get all my paperwork in order and this has proven to be a thorn in my side. With the world going green for several years now it should not be this difficult. Can anyone provide guidance?
