In most other countries where I've used saunas, you are required to wear a towel at all times. The staff usually give you one towel to wear and another to sit on.
However, every sauna I've been to in Croatia, the people have been stark naked, i.e. not wearing a towel in the sauna. The rules of the saunas here usually indicate that one must not wear clothes in the sauna, but they do give you towels to cover-up.
Does anyone know what the law is on this subject?
I've been to saunas for years (outside Croatia) and everyone wears a towel and sits on a towel in those ones. Most of the time they are segrated too into male/female groups.

It's a matter of choice here. Of course if you don't like looking at naked people, you're out of luck. May I suggest a blindfold ?

I asked this exact question at our local gym/sauna. The answer was that it was left open to your own choice or preference.

It's not just in Croatia... I built my own home sauna here (UK)...because I was sick of looking at old mens droopy plums.

Are there usually young men in the (male) saunas? Is it forbidden in German saunas to go about completely naked?

I've been to several places in Germany and no one wears anything. Towels are to sit on. It is a sauna bath and one does not bath wearing clothes. It is only a huma body so just get over it.
