You're not reading it wrong, but that statement starts with 'according to some estimates'. Seems like a lot doesn't it.

Unusual first post Lil, tell us about yourself. Hopefully Croatia will remain a part of the EU for a while so this test won't need to be taken to soon.

Unusual first post Lil, tell us about yourself. Alrighty. My parents live in Croatia and I had been intending to get my citizenship for several years. Unfortunately by the time I got around to applying, the 15 question test had became part of the process. I applied for citizenship in April, 2013 and am still waiting for it to be approved. I gathered all the answers to the test by posting 5 questions per day on Facebook and "crowd sourcing" the answers from my Croatian-speaking cousins and friends. My Croatian language skills are "tako tako" to say the least, but I made flashcards, memorized the questions and answers and passed the test. I'm an app developer so I thought it would be fun to make the flashcards into an app. I hope the app will be useful for others who are studying for the test. Evo ga.

So for the learning Croatian person, but far from being proficient...........are the questions available at test time in English or does it have to be done in Croatian. What requirements are there for proficiency in reading and speaking Cro language? As it stands now, the test is ONLY in Croatian, and you'll be asked to answer 15 randomly selected (from these 100) questions on the day.
