This isn't a Croatian solution in that it reflects only the 7 year period during which such rules must be wiped off the statute book and even then, it also merely reflects the reciprocity agreements between Croatia and certain EU states. It will almost certainly not be permissible to expand this nor extend it to beyond 2020.
