I am currently purchasing a plot of land right on the coast (maybe 30m from sea) and have received the following advice from my lawyer:
" concerning present situation about the rules for the land you are buying I have discovered that last week our goverment has brought some new resticted decisions about building permits for the parcels near the sea. But, good thing in all this situation is that all requests for the building permissions in the existing building areas initiated before august the first shall be treated according to the rules existing before latest restricted decisions. That seems you must use <VENDOR> as a formal owner of the parcel to initaite - I repeat INITIATE the process of getting building permit (first phase of getting building permit so called "location permit") before this date so later you have two years of time to finish the permit process. For that purpose I must ask an architect - a friend of mine how much it costs to make a project for the house that must be a kind of general project (how high and wide shall be the house) and which measures have to be followed during building the house, information about internal ideas and measures can be changed and updated without problem until the house is finished."
I would be interested if anyone can confirm this interpretation of the rules (or disagree). Unfortunately I can't read the Croatian article which another poster linked to.

It seems that your lawywer is right: from reading CRO newspapers, I gathere if you apply and receive permission in the next 3-4 weeks you will be allowed to build on your plot. I would take urgent action and apply immediately.

I'm also concern with the new law that is being cirulated in the news. The government is trying to curb new construstions along the coast avoid some of the problems Spain and other mediterranean countries. Does anyone have detail about this law and when it will take affect?
I also cannot read Croatian newspaper.
