Well I've only passed the first of your hurdles as yet - having bought a plot near Zadar. I can recommend you an agent who deals with houses and plots between Zadar and Split and who mainly deal with German clients. I found them to be excellent and uncommonly clued up to the requirements of foreign buyers. Let me know if it would help you.
