Well it is cheating if you do not intend to run a business. I am sure that you would not like it if I came to your Country and did the same thing. I don't think anyone would like it if foreigners come into your country and cheat the system. No matter what it is or why they are doing it. There is a reason why there is a 18 mnth wait period. People should follow the rules. If you don't like the system don't buy property. If people are willing to cheat on that, then they are willing to cheat on other things, like maybe not paying proper taxes to the croatian government, renting without paying proper taxes...ect....
