Rezoning

Can someone please give me some advice regarding rezoning of Agricultural land. I am interested in buying a plot that already has a small building on it. It is a semi ruin but is small. Would it be possible to get agreement to rebuild this ruin into a larger property without having to apply for rezoning of the land into building.
