Mambos right especially about the lawyers and agents. I have a client that is having this exact problem and I am stuggling with a development over this issue and 55 houses were torn down this summer in Milna on brac. It isnt secondary it is pretty much the last button on the coat.Also simply put if you want to bring people to stay in your house that are not your family you need to pay tt for them making you a landlord which requires a licence and you guessed it you need your usage permit for this. Insist they get it for you. By the way 1 client has handed out £12000 so far trying to sort his prob with usage permit. Will try agian later to send the usage law. i dont want to scare you as im sure zooey and Mambo dont, but take this seriously unless you want to hand over a load of wonga and wish you had never bought in Cro

The usage permit is now the most important permit that can be issued. The building permit means nothing in the event that a usage permit (based on the building permit) is not issued. SIMPLY: You can not use your building if it does not have a usage permit. - (for it's intended and previously declared purpose - based on the building permit). Definition of Usage permit: permission for usage / permission of utilisation - habitation permit permit to use - usable - certifacate enabling the utilisation and habitation of a dwelling - etc. - etc. - etc. This has until now been unimportant / ignored by the authorities because it suited them.

Thanks for the advice folks. Michaelfrankly - are you saying that the authorities have been ignoring it but are now changing that stance and no longer ignoring it?

A house does not need a 'using permission' if it is not in use. When a building e.g. is not finished, i.o.w. still in a building state they assume that you are not going to live in it, so that permission is not required.
But, the moment you want to live in it then this 'using permit' becomes a requirement and the enforcement of that has been ..................well, let's put it like this, someone must really hate you and turn you in otherwise you would not see any inspector. That all has changed and now they are really checking everything, what is not in order can either expect a fine or have the house torn down (like we described above).
Michael simply confirmed again what Zooey, Nikh, me and others have been trying to tell you. Don't take this 'using permit' for granted and don't believe the word of some lawyer or some 'real estate agent' for it, since they are not the ones who issue those permits. If you don't want to believe us go directly to the office that issues these permits and get their statement in writing. And even that won't be a guarantee for having no problems.
