A child starts to learn as soon as it is born and stops making mistakes as it grows up. However there are also children which grow up demonstrating that they did not learn anything, that they only learned how to cheat the system. Those children usually end up OUTSIDE society, as criminals, in jail and unfortunately history also shows that the majority of them never lead a normal, straight life, abiding by the laws.

I was thinking that they were being a little harsh on you, I did realise that you were speaking "ideally." What should have happened of course was that once a country fell out of certain economic parameters then it should be warned, fined further and then kicked out of the club.

I always have to laugh at the complete BS !!! argument that 'it is a young country' and that 'they have to learn'.
Honesty is not something you have to learn, honesty and gentlemenship is inside you, is something your parents should have taught you. It is not something that you all of a sudden realize and then start practicing.
Unfortunately greed is a human behavior and it takes a special breed of men to withstand all the temptation. The realization that something DOES NOT BELONG to you is what should lead politicians and in this country that realization does not exist. The same applies to many other countries, but 100 wrongs do not make it right. What is wrong remains wrong, no matter how you want to turn and twist it.
Slovenia has a lot less corruption and both countries started from scratch when Yugoslavia fell apart. The fact that Croatia had a longer war is absolutely not important. Both countries had to build their political system from zero, so it took self restraint from all in charge. Slovenians had it, Croatians not.
And no matter how you want to window dress it............these are the facts and they will not change.

I think I have to agree with Mambo. Some cultures have it some don't. I came across an article in a magazine while on a journey to the far-east in which a Sri Lakan lawyer wrote that both Singapore and Sri Lanka (Ceylon) gained independance at the same time (around 1963). Both multi-cultural, both multi religion. Look at the difference now. One prosper while the other allow themselves to be sucked into war and never prosper.

Luxembourg, 14 June (STA) - SLO Foreign Minister Samuel Zbogar suggested in Luxembourg on Monday that Slovenia would not block Croatia as it strives to open the last three remaining policy chapters in its accession talks with the EU.

They can open and close what they want.............it will not change the final outcome. Croatia will not join before it reduces the national debt, eradicates corruption and balances the yearly budget.
And this will not happen for a very long time.

I think that is a little bleak looking, I don't know of a case where a country has been blocked entering the EU because of the size of its national debt.
