If you buy a ruin, ie land that had a house on it once, and you rebuild the house, do you have to pay the new building per cubic metre tax?

It is called the communal tax.
I'm not sure of the answer to your question but I think it might depend upon whether the building is listed as a ruin in the katastar. I suspect that the answer is yes if it is a ruin and no if it isn't (even if it is a ruin in real life).

It is my understanding that you can apply to have a 'ruin' reinstated as a legal property and therefore you would avoid any such tax, should it apply.
