You are priceless most of the so called greedy property investors that I have met are Croatian. You need to have more of these apartmani and conversions of older properties if you are going to attract tourists to Croatia. The more obstacles that you put in the way of potentail investors the more you will strangle Croatia. Apart from tourism what have you got as a revenue generator. I have a nice flat in Croatia that is empty for 6 months of the year and I would like some Croats to be able to rent it from me, it will never make me a fortune but that does not worry me, I would just like some Croats to enjoy the appartment as well. But there are so many restrictions that I cannot rent it. A lot of your restrictions/ laws are working against Croatia moving forward. That is a shame. I am sorry to hear you have difficulties renting your place and I agree in the perfect world you should do it. Croatian population is slowing if not dropping, and it makes perfect sense to reduce housing stock by preventing foreigners from using it, while still keep the numbers. Renting to the tourists - lets make it clear - it is a no go zone for foreigners. To help you understand, just consider it as a Truck Driver Union - you need to be member of the Union to get the job and to get the job you need to be member of the Union. Good one MH! I'll bring your thoughts to the next EU meeting, have a chat with the Aussie Ambassador, the American Ambassador and all other country ambassadors present in Croatia and tell them to: 1.) Expel all Croatian nationals from their countries (remember that there is like 4.5 million Croats living, working and making money in other countries) who are taking foreigner jobs, running and owning businesses, buying houses and living in them abroad. 2.) Stop doing trade with Croatia & stop buying Croatian products as this takes jobs away from a foreign company to manufacture these products in their own countries. 3.) Not permit Croatia to join the EU and get a 4.5 billion Euro handout, and become part of the European"Union". What your suggesting is isolationism in today's world. Yes, I understand you desire for Croatia to retain its independence, but to be able to be part of today's world Croatia (like all other countries) has to have friends, has to import and export goods, has to have an open market. Your one-way business mindset would not work. What does the stagnation or decline in population got to do with housing? There are plenty of houses, loads of apartments everywhere to be purchased. The real reason the population is falling is because Croat people are becoming selfish, they are in pursuit of fame and fortune, out to buy fancy things like cars, houses and pets over having a kid to populate Croatia. Most Croats today only want 1 or max 2 children, and many don't want any at all. If your after free accommodation then you really got to talk to the Croatian government, not foreigners. The Croatian government could build low-cost affordable housing at no profit to themselves, but they won't as they see no benefit to themselves to give you a home for free. There's an expression MH, when you point a finger at others you have three others pointing back at you. So, before you get to much into blaming foreigners for your problems, maybe have a look at your own situation, your countries policies in business and life, look at the levels of corruption and get out and fix it. By the way MH, about 90% of tourists you get in Croatia are foreigners. You take that away and Croatia has nothing, just a lot of empty beaches. You also don't understand the concept of unions. A union is suppose to mean equal rights for all persons, it is not isolation. Croatia today is nothing like a union. |

Thank you everybody for your replies and private messages. The thread I started seems to have gone a bit off piste so I will try and keep it brief with just 3 supplementary questions.
I have reluctantly accepted that Croatia will not be making the Rental process easier from July 2nd 2013, or any time soon after. I hope I am wrong.
I have decided to go over to Croatia for 4 weeks this winter and see what I can achieve towards getting a rental licence. I want to see if I can do it without the need of a property management company and all the lease back complications.
Based on your help so far and what I already know. My house can get categorisation. I will start a new company and engage an accountant. I know the minimum furniture and fitting requirements for categorisation so I will buy the missing items.
The rest of the categorisation process seems straightforward enough but there is one requirement that confuses me.
I have seen it suggested as a “foreigner” I cannot complete this process on my own. A Croatian national has to be involved –something to do with taking a medical. This seems very strange can anyone explain why I need someone to take a medical in respect of my rental property? Can this be my key holder?
After that the process seems clear again. My second question is who provides the actual blue plaque. Is there a national address that you need to send your approvals through to and how much does it cost and does it take a long time? I’m also concerned about it getting lost in the system if I’m not there when it shows up at my house –will they send it to my newly registered company office on my behalf if I ask?
My last question is about the collection of Tourist Taxes. As I understand it my company has to be seen to pay these, but if I am in the UK, how do I manage this? Can I charge the renters as they book with me and then pay all those amounts to the Company? Then pay the Tourist Office a one off cheque from the Company when I am out in Croatia post season? Can my key holder do it somehow?

I am hoping to avoid the services of a property management company. If my property is legal to rent and I start a company I also hope that I can manage the whole process through to completion. My keyholder does all the cleaning and changeover duties.
Croatians must do this process all the time - but without the need for a company- so I just want to emulate what they do.

You , as a foreign citizen ,will be making a huge , costly and time consuming mistake if you attemp to ge the licence yourself. Because you Cannot
You have to have a Croatian national apply for several reasons.
Pay the going price and employ somebody to get your company set up correctly by someone with up to date knowledge and proven experience.
lawyers and accountants believe it or not are not experts in this field and will and often make mistakes at your expense and they also charge a hell of a lot for there incompetence
If you have EVERYTHING that is required and I mean EVERYHTING and your have your company set up correctly, and you have had all the safety checks done then it will take between 1 and 3 months to get the licence

You seem to have missed out a bit of info. A bit of info , thats an understatment. There is a ton of stuff he hasnt asked about My keyholder does all the cleaning and changeover duties. I presume your accountant will be ok with this ( probable cash )arrangemnet and oblivious to any of the money laundering laws in Croatia. I have decided to go over to Croatia for 4 weeks this winter and see what I can achieve towards getting a rental licence. what the 4 weeks in croatian costs you achieving very little you could have employed somebody to do it correctly and all the lease back complications. Ok, you go ahead and pay more tax I will report back on my return and tell you how it went! I allready know.
