Not been around here for a bit, but I remember that this forum was very useful to me back in the day, so thought I'd share the following info regarding the law that currently prevents foreigners from renting their homes out (unless you go through a company or long term commerical let to a Croatian company).
The following is a direct quote from the British embassy, after my wife badgered them for advice on the matter.
"We have researched the issue of foreigners renting their property in Croatia with the Croatian authorities and have received replies from a contact at the Croatian Ministry of Foreign and European Affairs, as well as a consulting agency and we are able to forward the information we received about what changes are proposed for EU citizens who own property in Croatia when Croatia joins the EU next year.
Please understand that the Consular Section of the British Embassy is not able to give direct legal advice on the issue you described or any other legal issue, because we have no authority over the local law and therefore cannot interfere with it.
However, I can assure you that other sections of the Embassy have actively participated in helping Croatian authorities to align their laws with acquis through various projects, for instance with the Ministry of Justice, Ministry of Interior, etc.
The information we received from the Croatian Ministry of Foreign and European Affairs on the matter of foreigners renting their properties in Croatia was that information can be found in the Croatian Law, namely the ‘Zakon o ugostiteljskoj djelatnosti' The Law on Tourism and Leisure services' (issued in the Croatian Official Gazzette called 'Narodne Novine'. It can be looked up in the Narodne Novine number 138 from year 2006, article 28 item 3, which will, as it says in the law, be valid as of when Croatia joins the EU. It seems that foreign citizens will have the same rights as Croatian citizens as all will fall under one collective name of property owners.
My Embassy colleague asked a contact at a consulting agency about this and the information he got was that there are still legislative acts that are being aligned with acquis and that before legislation is fully aligned no definite answer/ advice can be given.
Please note that the information we have given here is informative only as we are not the body that will make/ change laws so if you are looking for a definite answer please send any further enquiries directly to the Croatian authorities in whose authorities it is to change laws.
Summary: the law IS going to change as soon as Croatia joins the EU - it is just a question of how long it'll take to dot the "i"s etc.
No more discriminatory law, from circa July 2013. EU citizens owning Croatian property will be able to rent out their houses as they like without needing either a company of their own or a local "rental" company (as long as they are categorised of course).
Let's see if it really pans out that way...
