I haven't seen many beggars in Croatia at all. I think this law is a pre-emptive strike on the Roma gypsies who may be transiting through Croatia to Western Europe, especially when the UK borders open fully in January.

They are already selling "BIG Issue", "window cleaning" at traffic lights and of course "begging" on UK streets. I went to see a friend last month and just down the road there was like 10 Romai living in one house (in their full Roami attire). As a minority I think they can get full benefits in the UK. One sneaky thing they are now doing in the UK is pretending to be Indians who just arrived and can't speak English, so have a sign asking for money (I saw two dresses in Indian saris), but after they got some donations their protection arrived to collect, which gave them away.

Cheeky little beggars that they are. Roma are descendants of Indian/Pakistani, anyway, so the dressing up will probably work. Until an Indian asks them why they're begging. The only two incidents I've read about in Croatia was one in Split, where some locals in a cafe witnessed Romas pickpocketing some local guy, so pounced on them pronto. A group were arrested in Zadar a few months back for begging, too.

Funny how some people get when they are clueless about history. Try telling an Indian that the caste system was made up to control people, not actually a religious believe. I'm still trying to convince some Croats that Zagreb is not the center of the world.

I think they'll crack down on the organized beggars but probably let the old Croatian men and women off. Some of them would probably welcome 20 days free room and food though.
Police in Zagreb have already cracked down on buskers!! I lost a good deal of autumn income because of it. The city will not issue any permission for street performance activities in the center of town, and also this summer was the first in 9 years that I was not permitted to perform in Krk town. It seems locals and tourists alike do not deserve to be entertained, and professional performers like myself who get paid to perform at festivals all over the world are no longer welcome to perform in the place where they live. Not sure what I'm supposed to do here to make a living any more.

Hi, I'm citizen of Croatia, and will keep this short-was born and raised here in this primitive country, my grandparents were working in the States so we were ok with money but still, after high school, I couldn't find a job without some bribe. When my grandparents died, I was left inheritance, one apartment and I had my apartment from before so I was thinking I will rent that place but what happened is that the tax for another appartment was so high it was unprofitable for me to rent out one apartment so I've sold it. Now I'm still without a job and thinking of leaving the country anywhere because I'm literally starving with my two kids and wife! Don't come in this God forsaken place full of bad politicians and mafia. My advice...

While we are on this subject, I have not seen any homeless people. Well, not like you see in the States. Might because I'm mostly in Istria?

Probably, the truth is, many Croatians are in debt to banks and banks are taking away their properties, not joking, for funny amounts! And people are too proud to beg and go to relatives and family/friends to live...

Not sure how this law will work out but in the centre of Zagreb it is rare to sit for a coffee or whatever and NOT get approached by beggars. Every single time this summer I've been in the centre, we've been approached by no less than 3 individuals. My Croatian friends aren't too impressed by it.
90% of them were Roma children and I truly hope they're not being forced to do this by their parents. The others are usually the elderly selling flowers and such - I wonder where they are going to get their extra income from now? The pensions here are hard to get by on.
