I have a legalized tourist house in Makarska Riviera since 1.5 years. I have wanted since last December 2012 to expand a balcony on one apartment and to finish the garage. I was told by my architect that they were not taking any building change proposal plans as they were backlogged with legalization work. Over the summer I was told that the legalization backlog has swamped the office and still no new plans changed would be accepted until fall. Now I have been told that as of 1/1/2014 there are new laws for legalization and it is not clear what this means for me getting a balcony extended and for finishing the garage (according to the original plans that were legalized)
This does not make sense to me. Can anyone point me to the new law documents or links so I can read. What would it mean for the people who are already legalized or people in the process of legalization - it can not be that everyone has to submit completely new plans for the whole building?
Any accurate information would be helpful.

I don't quite understand your post, but if your house has been legalized, and you have all the new documentation, you will only need to apply for permission for any further work. I.e. extending a balcony. The laws brought in on 1/1/2014 were for construction of new dwellings and the issuance of an edozvola, (electronic building permit) in order to speed up the whole procedure of new-builds. dozvola.mgipu.hr/All in all, it sounds to me that the architect is too busy (and making too much money from legalisation) to worry about your garage or balcony. I'd find another architect.
