So, its up to the individual to contact the tax office and say "hello! I own a property locally. Its my only connection with Croatia. You may remember sending me a RETT bill and issuing me with an OIB?? Well anyway, I've heard that there's a new tax and I just wanted to give you the chance to raise this tax against me. Please let me know what you decide."
Would they have to do this in person, addressing the tax officer in Croatian, or would a letter suffice (as long as it was notarised)?

A letter will suffice but do a postal proof of receipt. You may as well get it notarised while you are about it, just to be sure that they accept its you making the request ... ha ha ha

BTW same as retirees law ... if you get a pension from another country the law says you must notify the tax office of this so that they can tax you .... only in Croatia ... ha ha ha
