Is the D-8 is the margistrala though? i.e. the main coast road that runs from Split to Dubrovnik??
At first, I feared that they had a head on collision with a truck that was overtaking on a blind bend (resulting in the 4X greater risk), but it says they hit a concrete wall.

In my entire life and travels I have never know a person personally that died in a car accident, but in just 8+ years in Croatia I have known 3 persons personally. 2 as drivers and 1 as passenger.

I don't know about fatal accidents but I do know you are at least 4 times more likely to get lost in Croatia! Why do none of the road signs give the road numbers? That is the main way I navigate in UK e.g. follow the A1M to Newcastle then the A69 to Carlisle. You can sometimes find yourself on the right road in the wrong direction but in Croatia you will likely completely lose track of the road you want, as the signs only give destinations.

It is the magistrate, the D8 runs from Slovenian border, through Rijeka, Split to Dubrovnik. Very sad but not surprising on the Croatian two lane roads. I love driving throughout the world and hate driving in Croatia.

Just watched the video of the accident scene and the car was a left handed steering column, so seems that maybe it's someone that frequents the continent, maybe some family in HR?

OK, that helps explain it even more. Visiting Family in Albania, so probably the father and maybe the mother where from there (looking at their family name). May they (which seemed like a nice normal family) RIP! Loads of Albanians came to the UK years back during the Kosovo war .... many actually from Albania itself but tossed away their passports and said Kosovo.... and silly ol' immigrations could not decipher who was who (there is a difference in local dialect). Not that these folks where any trouble, but I do recall seeing many Albania men years back in shopping malls hanging out with their leather jackets, pointy shoes, gold chains with a British teenager hanging off them (often snogging). Now they run the London EX trade.
