Old TV went to electronic heaven. New tv has this place for a common interface card. Figured out what it was. Now where do you get on in Istria? Or how do you get more than the over the air channels? Internet too weak. Telephone companies won't support it. Probably missing the obvious? Any suggestions would be appreciated.

Try satellite. Buy a dish and receiver and you you will get a pretty good selection of channels for free (although you will still need to pay the monthly HR TV license). Point it at one of the Astra sats. Best to get a local company to do it for you, as sure they can guide you to what is best, or DIY it (one person on the roof and the other at the TV and yell back and forth till you hit the spot).
It does seem odd that you can't get a local TV package via phone line, even if it is copper (with the likes of t-mobile, VIP and others).
