concern about signing contract & exchange of funds

I am currently in the process of buying a flat in Istria but have a serious concern about money transfer.

I am expected to transfer the money to the people who are selling the property and then they (and I) will sign the contract.

My problem is that I do not see what is to stop them from not signing the contract (to transfer the property to my name) after they have received the money.

Is there any way that I can protect myself against this?

You should have a pre contract in place which governs the transfer of funds and subsequent actions that must be taken. This will need to be drawn up by a lawyer and as a foreign citizen you will probably have had to have your passport certified by a local notary etc.

Not signing the actual contact until the money is wired seems normal from my experience. But not without a pre contract signed by both parties (which is binding)
