it is, some of my friends had property taken from their family and are now fighting to get it back... but also some of my other friends had aquired and live in flats (bought or given by the state owned company) that were taken from someone after ww2, and they have nowhere to go if the flats are to be returned...
it's a big problem, both hdz and sdp goverments flunked on resolving the issue... it would be a major wealth shift if the property is returned directly, so the major push is to reimburse the previous owners in bonds or stock if the property is in state company ownership now.
the main issue is with the church, as a huge part of property that should be returned or reimbursed was previously owned by the church. that is probably why the church has a bigger grip on the government than in other transition countries (rather than the usual opinion of croatian catholicism opting for church involvment in the state affairs)
i don't know of this particular issue (kolocep). in most cases i feel that the previous owners are correct in asking for thier property, but sometimes the property changed so much during the years (better or worse) that they cannot get it as is, especially if a lot of investment had been done on it. in those cases the state offers some kind of reimbursment, but a lot of those owners are not satisfied by it and keep on with lawsuits.
if you are buying, it would be advisable to go through the history in "gruntovnica" as there you can see the previous owners.
