I have been waiting for 9 moths for my Vlasnicki list on Mali Losinj. The opcina blames Zagreb. Does anybody know if it is Zagreb or the Opcina who issues them?

They have got all titles online now (no privacy, nothing, you just type and get the info): www.katastar.hr (some kind of Land Office) and e-izvadak.pravosudje.hr (Ministry of Justice) The Justice Department record is the most important for all legal transactions. If you require any help you should check with the land department ("zemlja.... odjel") of the local magistrate court ("opcinski sud"). So, nothing to do with the local shire office ("opcina"). Term "opcinski sud" has nothing to do with "opcina". Zagreb is there just to take all the blame. Consider yourself lucky, in 10 years it will be Bruxelles to blame and if not them then Brussels.

Thanks heaps Darcy. Sorry it was the opcinki sud. We here just call it the Pink House. The Pink House Folk just blame Zagreb and say it could take annother 15 months. I have put in an application for an emergency Vlasnicki list but it mkes no difference. Any ideas how I can speed the thing up?

As much as I know, the court land register works in the way they receive your request (requests reference numbers can be seen online as "aktivna plomba" and usually they start with the letter "Z" what means "zemlja" - land). I do not know what was the nature of your request, but if Zagreb is involved then it must be something d**n serious (maybe the purchase approval - you should submit a copy with your request). Maybe your matter involves some other government department, as you did not supply all the documentation (that was very wrong, the government departments in Croatia do not talk to each other) or your matter has been escalated to the superior court (in your case that is in Rijeka, not Zagreb).
You can’t get your title unless you are the owner, but to be very honest I have never seen a title in Croatia. All what you ask for and you get easily is a transcript of the official records. Please explain me what you want to achieve and maybe I will be able to help you.
Sorry, I do not know how to speed things up in Croatia except to try to understand their system, follow the correct path, avoid running around, do not trust anybody, be patient and understand - they are slow and disorganized.

2 ways to speed things up...
1. try to take out a credit against the property. The lending bank will issue the speed up notice
2. Get a local lawyer who is "good with" the clerks at the relevant land registry and prepare to have some non-tax deductible expenses.
I've no idea why Zagreb is involved in your case as updating the land registry is a job for the clerks in the local office. Either there is something very complicated in your case, or you bought privately and they are saying you don't yet have your permission or they are simply saying the first thing that comes into their heads to make you go away.
