I've heard that any new building must be at a minimum of 5 meters away from the nearest boundary. The questions I would have are - is the new block being built by the same developer that built yours? If so, and they also still own the plot your apt is on, I suspect the 5 meter rule might not apply? Or, as the owner, perhaps they were consulted by the planning authorities and didn't object?
My first step would be to go to the land registry and kadaster and find out who owns the plot your apt is on (if you don't have that info) and also who owns the plot where the new building is going up. You will need the number of your plot (should be on your documentation, sales contract?)

it doesn't matter who owns the land, for every new permission you need to make a new plot, so if you own a plot that is 10000 m2 and you want to build on 1000 m2 you need to take this 1000 out from 10000 (parcelacija). On one plot there can only be one building.
you take your plot number and go to katastar and take out a sketch of your plot, then go to urbanizam office and check to see what is being built next to you, and what kind of permission they have.
the rule is not 5m strictly, it is determined in county plan (GUP or DPU).
