I have started a new build, the permit is 1 floor and roof floor villa and has a residential permit, 1 can i make two apartments, and sell one of? 2 has anyone ever change this over, to business permit for rent and how? ? 3 i am told i can get another floor, but first must get usage permit, which i must put roof on, finish, apply for reconstruction permit, take roof of, and put middle floor in, put roof back on again,? the easy way is to get new location permit, but with law change, in this area can not do that , cannot get any help, from planning office how to get around this.

point 3, seems so cumbersome. Why not just wait and re-applty for permit in the way you wish to build? And if the area plan suggests no new issuing of location permit, maybe it is better to sell the plot and look for aclean plot with the characteristics you require.
Or take the risk and build awaiting retrospective consent. But you can also take a risk and buy shares of pliva or pbz..
