i was wondering what the price range would be on a small house or apt 90m or less on Korcula or Dubrovnik or other island such as Hvar.
I've seen wildly drastic prices on various real estate boards.
Is there owner financing over there or cash only ?

There isn't a price for each of those locations. It depends on size, quality, village, position and whether the agent has added a fee onto the asking price. Some sellers still start high and reluctantly work lower as time passes and there is no interest, so their prices are unrealistic at the beginning but they won't be told - they insist on learning it for themselves.
Also the prices could be out of date on some of the websites you are visiting, so sometimes you might be looking at pre-global meltdown prices.
You need to speak to an agent if you want the real prices in each area.

You should be able to get this if you look well. There are many distressed sellers and if you hold your nerve this is what you should look to pay. At these prices you will have yourself a reasonable investment considering the current climate and potential. Good luck
