As I mentioned before in some posts, If you have a new build project, you have to have the energy calculations in the project. Otherwise you can not get a certificate.

So it is not only when you want to sell your house. So be sure if you start a new project that the energy level and calculations are written in the project. Be also sure that your building inspector ( Nadzor) will provide the final rapport (završno izvješće) with the energy certificate.

You are right rene .... the deadline to have the certificate has not been set as yet ... however if you sell/rent you must have it ... applies to buildings over 50m2. So if your apartment is 45m2 ... your apartment is not exempt ... as your building still needs to have an energy certificate and it will have to be posted on the building.
