Can anyone tell me how a Usage Permit differs from the property registration documents and rental licence we already have? Is it a separate requirement and how can it be obtained?

Many thanks for any help. Yes, it is a separate document. The usage permit defines the purpose/s for which the property may be used. This is done (one example) to stop people deciding to open a business in their residential property without permission. Their are several variants but the two most used are "Residential" and "Commercial".

This is done (one example) to stop people deciding to open a business in their residential property without permission. Their are several variants but the two most used are "Residential" and "Commercial". Further to my post yesterday, I've spoken to a few people who are amid this scenario. I am currently getting a usage certificate waver in that my house was built... nah! too complicated, but you can get a waver under very specific circumstances. A neighbour had little trouble getting a combined residential/commercial permit but this is strictly for office type working at home and with no customer entrance nor external advertising. This is one to get if you want to register a business at your home address. Another neighbour is chasing a permit to allow his office (former garage) to accept customers and have an advert in the window. A local builders' merchants is in deep trouble having bought a house with a large plot which he uses for sand, cement, bricks etc. He has customer/delivery trucks coming and going despite his property being clearly in the midst of a residential street. The jury is out on that one. I understand that there's a current ministerial thrust to get the usage permit situation cleared up and, doubtless, make a wedge in so doing.

Do you know when the need for a Usage Permit was introduced and what the Croatian Document would be headed.
I've got paperwork coming out of my ears and want to make sure I don't already have it before I start on another trip to the the local bureaucracy.

I can't remember the name in Croatian but my best guess for the introduction date would be 1967, as properties built before that date were accepted in whatever state they were in at that date.
Its as rib describes, but its UK equivalent is the building completion certificate (if that means anything to you?). It means that the building has been built according to the planning permission. With it you can apply to be connected to the utilities.
Unfortunately, Croatia being what it is, you had to pay a huge tax (based on the cubic metrage) before the certificate would be issued, so many didn't get the certificate. Also, being connected to the water supply and electricity supply doesn't tell you all you need to know either because most people seemed to have a "connection" with an old school friend, 2nd cousin etc who worked at these utilities and who would arrange the property to be hooked up without the permit.

Adding to Carol's post, the permit is called "Uporabna dosvola", uporaba meaning "use". Your local kataster office is responsible to administer this. My house was built in 1983 and the local kataster staff tell me that it was (A) built as per plan and (B) due to it's age, it does not require an uporabna dosvola but it does need a certificate stating that it doesn't need a uporabna dosvola. Still with me? I don't know how old a house must be to allow this waiver certificate to be issued, I presume anything older than my house will qualify as long as the planning permission drawing and the as-is building structure are as one. I applied for this in 2007, I'm still waiting although I do get annual written updates that all is "ispod procesa".
I have no idea how my place got to be hooked up to all the services, I guess Carol's post explains that.

In that case my next best guess is one of 1993 and 1995 or 1999. Sonmething significant happened on one of those dates but I can't remember what. (I'm beginning to forget the detail of Croatian property stuff as the agency has been in hibernation for over a year).

Here are the correct dates...
Up to 15.02.1968. both, building permit and usage permit are not required. All you need is the document from the cadastral office saying the house is built before 1968.
from 15.02.1968. - 20.06.1991., building permit is required but usage permit is not required. So, if you have a building permit with a date prior to 20.06.1991. you will not need usage permit
from 20.06.1991. - both, usage and building permit are required.
